Note that the bindings can drop on any Rogue specialization. However, they aren't guaranteed drops, so multiple dungeon runs will likely be necessary.

After you have obtained all three items, switch to the Outlaw specialization, travel to Stormheim and find Thrymjaris.

Two dialogue options will appear when you interact with her:

  • Avoid the first option since it applies the Pissed Off Dragon 20-hour debuff (which can be removed with an arena skirmish).
  • Select the second option and continue the conversation until you can pick up the quest Bindings of the Windlord.

Complete it and then pick up the next quest Audience with the Windlord. Thunderaan's dialogue will vary depending on whether you have completed the original Thunderfury quest.
