Both versions are available only during the Feast of Winter Veil.
In order to see the Dreaming Festive Reindeer you have to wear or transmogrify the chest, waist, boots, and pants (or shorts) of the Festive Green or Festive Red holiday cosmetics, the Winter Garb Outfit (hat, chest, and boots), or have the cosmetic buff from the Disposable Winter Veil Suits toy.
Tip: As soon as you enter the instance, you can /target the Dreaming Festive Reindeer and check its portrait (provided you have the correct transmog). The rare version of the reindeer will display with its glowing bright red nose.
Note: As of today (December 19) only the red holiday cosmetics seem to work for taming the reindeer.
